Product description:Executive Summary: The Victorian Government is inviting applications from industry for two petroleum exploration permit tender areas: VIC/25-1 in the Otway Basin and VIC/25-2 in the Gippsland Basin (Figure 1.1). Applications will close on Wednesday February 11 2026 at 5pm AEDT. The areas were identified by the gas industry as the areas of most interest for exploration and are within Victoria’s primary gas-producing regions. The Gippsland Basin has historically yielded the majority of the state’s offshore gas. In more recent decades the Otway Basin has contributed gas from both onshore and offshore developments. As part of the petroleum exploration permit application process, tenderers must provide written information demonstrating how they meet the evaluation criteria outlined in the tender invitation. Applications for the offshore block VIC/25-1 that do not propose further seismic testing and rely on existing data will be preferred. Registered Aboriginal Parties have cultural responsibilities under the Aboriginal Heritage Act 2006 for land and sea Country. The relevant Registered Aboriginal Party for area VIC/25-1 is the Eastern Maar Aboriginal Corporation and Gunaikurnai Land and Waters Aboriginal Corporation for area VIC/25-2. Permit holders are expected to engage early and meaningfully with Registered Aboriginal Parties and Traditional Owners in accordance with published consultation protocols, such as those provided by RAPs. Engagement should reflect principles of free, prior, and informed consent and respect cultural rights under the Charter of Human Rights and Responsibilities Act 2006. This prospectivity guide is designed to provide industry access to existing data and research on the Otway and Gippsland basins, enabling a technical assessment of petroleum resource potential to support responses to the evaluation criteria, including development of a work program.
